Implementing the Decent Homes Standard in the Private Rented Sector: Introducing the Non-Decent Index

This report introduces the Non-Decent Index (NDI). The NDI is a publicly available index designed to identify areas in England with a high number of private rented sector homes that fail the Decent Homes Standard. The NDI was developed by Dr Michael Marshall at the University of Sheffield.
