In 2020, Professor Colin Williams developed, with the International Labour Organisation (ILO), an "inclusive strategic integrated" approach for facilitating the transition to formality and achieve progress on SDG 8.3, especially SDG Indicator 8.3.1: Proportion of informal employment in non-agriculture employment, by sex. Professor Williams is now providing detailed advice through ILO to individual countries on their national strategies. In 2021, he has been advising Azerbaijan, Tajikistan, Kyrgyzstan and Uzbekistan.
