Licences

There are two types of licence you are most likely to come across - the Standard Individual Export Licence (SIEL) and the Open General Export Licence (OGEL).

Standard Individual Export Licence (SIEL)

A SIEL permits the export of specific strategic controlled items (physical or electronic) in a specified quantity to a specified end-user. 

There are 2 types of SIEL licence; Permanent or Temporary. You may need a temporary export licence if you are exporting on a temporary basis. SIELs for permanent exports are generally valid for 2 years or until the quantity specified has been exported within the given duration of time.

The Government projected timeline for a decision on SIEL applications:

  • 50% within 20 working days (1 month)
  • 75% within 60 working days (3 months)

Some applications may take longer as they are assessed on an individual basis.

Open General Export Licence (OGEL)

OGELs are licences with set terms and conditions which you must comply with as they permit the export of specific controlled goods to named destinations.

The University currently holds two main OGELs, which cover the respective countries below:

Export of Dual-Use items to EU Member States

Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, The Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.

OGEL - GEA 001

Australia, Canada, Japan, New Zealand, Norway, Switzerland, including Liechtenstein, and United States of America.

The University also holds:

  • OGEL - Military Goods, Software and Technology
  • OGEL - Technology for Dual-Use Items
  • OGEL - Dual-Use Items India

Before using any type of licence, you must ensure that you comply with the relevant conditions, the details of which can be found on each licence.
